Provides cost management advice for the NFW Onplot Project, covering estimating, forecasting, reporting, planning, cost allocation and expenditure stewardship. Monitors contractor performance in change and cost control, develops specialised procedures, and provides guidance to ensure project objectives are achieved.
Key Responsibilities:
- Develop and manage cost estimating, forecasting, budgeting, reporting and control processes throughout the project lifecycle.
- Review cost plans, assumptions and budget data to ensure compliance with approved cost governance and budgets.
- Provide financial input for funding packages, budget transfers and cost-at-completion alignment.
- Maintain cost, man-hour and benchmarking databases to support accurate estimating.
- Estimate costs for potential change orders and major project variations.
- Prepare cost forecasts and annual Work Program & Budget (WP&B) based on project progress and remaining scope.
- Develop and maintain the project WBS and CBS to support cost planning and reporting.
- Monitor contractor and project cost performance, including VOWD, trend management and earned value analysis.
- Identify potential cost issues early and implement corrective actions and recovery plans.
- Verify project commitments and change orders against approved budgets and management approvals.
- Develop and maintain accurate, consistent in-house project cost reporting solutions.
Qualifications:
- Bachelor’s degree in Finance, Engineering, Construction Management, or related discipline.
- 8+ years’ experience in Project Cost Control for EPC Oil & Gas capital projects.
- Strong knowledge of Project Controls principles, theories and practices.
- Owner-side experience managing EPC Lump Sum Contracts on major projects.
- Experience working with multicultural teams and large local subcontractors.
Skills and Competencies
- SAP and enterprise finance system knowledge preferred.
- Proficient in Class 1–5 cost estimation, budgeting and forecasting throughout the project lifecycle.
- Handles complex cost-related tasks and provides guidance to staff and internal stakeholders.
- Proactive in analyzing project expenditure and cost data to deliver timely, cost-effective solutions.
- Understands wider business relationships and cross-functional impacts.
- Works independently within established procedures, budgets and plans, contributing to their improvement.
- Strong work planning, scheduling and coordination skills.
- Excellent written and spoken English.
- Strong negotiation, influencing, analytical and problem-solving skills.
- Good communication, interpersonal, teamwork and collaboration skills.
- Proficient in Microsoft Word, Excel, PowerPoint and database applications.
