Provide expert-level guidance on the allocation, planning, and stewardship of costs and expenditures for the NFXP Onshore Project, ensuring cost control practices are effectively applied across all project phases. Develop, refine, and maintain standardized cost control procedures, guidelines, and process flows, including consistent cost reporting frameworks across all EPC contracts to meet evolving business and project requirements.
Key Responsibilities:
- Ensure EPC cost data integrity and consistent reporting
- Lead Cost Engineers and standardize cost control practices (VOWD, forecasting, change control, trends)
- Support funding requests and budget alignment (AC, FF, supplements, transfers)
- Prepare forecasts and annual WP&B based on scope and progress
- Maintain WBS/CBS structures across the project
- Monitor EPC cost performance and recommend corrective actions
- Identify and escalate cost risks; support recovery plans
- Control commitments, change orders, and budget compliance
- Develop cost reporting tools and systems
- Support EPC tender evaluations and bid analysis
Qualifications:
- Bachelor’s degree in relevant business/engineering/technical field
- 8+ years’ experience in business/project roles, including 4+ years Oil & Gas and 1+ year supervisory experience
- Experience with operators, EPC contractors, subcontractors, and vendors in Oil & Gas
- Strong knowledge of project controls (cost, planning, scheduling, estimating, claims, risk, change, contracts, reporting)
- Experience in major EPC lump sum projects from Owner’s perspective, including multicultural contractor environments
- Familiarity with QatarEnergy LNG cost control practices (preferred)
- Proficiency in ERP/project systems (e.g., SAP or equivalent)
