Job Description

Provide cost control, contract administration, and commercial support for oil and gas projects, ensuring budget compliance during the FEED and execution phases of NFW offplot projects, initially focusing on RLIC port dredging and area reclamation.


 
Key Responsibilities:
  • Demonstrate SHES leadership and actively participate in safety activities during construction.

  • Ensure contractors/subcontractors follow project requirements, specifications, and safe practices.

  • Prepare quantity estimates, take-offs, cost plans, and support bidding/tender stages.

  • Monitor contractor progress, valuations, interim payments, and variations.

  • Evaluate variation orders, cost claims, and change management.

  • Maintain contract registers, cost forecasts, and risk registers.

  • Participate in cost control meetings and support procurement with pricing and commercial evaluations.

  • Ensure RLIC and Port authority involvement and endorsement for port dredging and berth development activities.


Qualifications:
  • Bachelor’s degree in Quantity Surveying, Cost Engineering, or Engineering.

  • 6 years engineering experience, including 2 years in Oil & Gas with cost control and contract/quantity surveying roles.

  • Experienced in preparing valuations, claims, and reconciliations on large projects.

  • Familiar with standard contracts (FIDIC, NEC, EPC, reimbursable/cost-plus) and cost tracking tools.

  • Strong analytical, Excel, and communication skills for coordination with engineering, procurement, and contractors.

  • Knowledge of dredging and earthworks.

  • Fluent in written and spoken English.

  • Strong leadership, integrity, and experience guiding contractor teams.

  • Excellent analytical, organizational, coordination, and planning skills.

  • Effective communication and ability to interact at all levels.

  • Skilled in conflict resolution, problem-solving, creative thinking, and influencing.

  • Proficient in Microsoft Office suite.
