Manage HSEQ processes to ensure safe project execution. Develop and implement HSE and loss-prevention requirements for FEED and guide contractors through FEED and EPC. Provide technical oversight to ensure safety studies, calculations, and specifications meet project standards and align with the Technical Authority.
 

Key Responsibilities:

• Identify HSE deliverables and actions across all project phases.
• Develop project HSE plans and studies, with emphasis on FEED.
• Provide HSE leadership to ensure regulatory and company compliance.
• Prepare HSE requirements for ITT and evaluate contractor submissions.
• Provide safety input to support safe FEED design and execution.
• Review, approve, and monitor contractor HSE systems and plans for FEED and EPC.
• Coordinate between PMT and HSEQ functions to implement safety programs.
• Advise management on Safety Management System implementation and HSE performance.
• Oversee incident investigations, validate root causes, and approve corrective actions.
• Manage HSE data, analyze trends, and recommend improvements.
• Share lessons learned, safety alerts, and best practices.
• Provide HSE reporting to the Senior Safety Officer.
• Ensure contractor compliance with HSE and loss-prevention requirements during FEED/EPC.
• Coordinate with engineering disciplines to translate project requirements for contractors.
• Monitor delivery of loss-prevention and HSE scope and verify required risk assessments.
• Plan and schedule HSE deliverables to ensure alignment with operational policies and project system.
• Lead meetings to coordinate HSE studies and advise PMT on unresolved issues impacting delivery.
• Provide guidance on contractor strategies, constructability, 3D model, and pre-startup reviews; drive timely completion of HAZID, HAZOP, SIL, and other safety studies.
• Ensure approved HSE recommendations are implemented to improve safety and efficiency in design and construction.

Qualifications:

• Bachelor’s in Science, Engineering, or Safety; NEBOSH Diploma or equivalent.

• 12+ years in HSEQ/SHE&S, loss prevention, and industrial safety; 2+ FEED projects in last 8 years.

• Oil & Gas experience across FEED, EPC, construction, commissioning, and start-up.

• Skilled in HSEQ system implementation, risk assessment, and process safety studies (HAZID, HAZOP, SIL, FERA/QRA).

• Experienced with contractors, sub-contractors, and vendors; emergency response and H₂S risk management.

• Strong safety leadership, workforce engagement, and development of HSE risk registers and KPIs.

Skills and Competencies

• Strong organizational, communication, supervisory, and management skills; self-motivated and team-oriented.

• Ability to network with Safety Teams and Loss Prevention disciplines.

• Proficient with hazard identification and consequence modeling software (e.g., PHAPro, PHAST, Pipenet).

• Fluent in English, capable of producing procedures and technical reports.

• Skilled in MS Word, Excel, and PowerPoint.
