Serves as the client’s HSE representative, ensuring contractor compliance with Qatari and international standards, overseeing risk management, and supporting safe, successful project delivery.
Key Responsibilities:
- Drive a proactive safety culture and ensure safe work practices at all times.
- Provide HSE support, guidance, and mentoring to project teams and contractors.
- Oversee compliance with Qatari regulations, company systems, and international standards.
- Attend safety meetings, risk workshops, and participate in HAZID, HIRA, and JSA reviews.
- Lead and participate in audits, inspections, incident investigations, and emergency drills.
- Monitor contractor performance, enforce Life Saving Rules, and ensure procedural adherence.
- Review safety plans, EPCI deliverables, and support continuous improvement initiatives.
- Liaise with stakeholders to ensure effective HSE implementation across all project phases.
- Collect and analyze HSE data, track actions, and report safety performance trends.
Qualifications:
- Bachelor’s degree in Health & Safety, Risk Management, Engineering, or NVQ Level 5/6 in Health & Safety.
- NEBOSH General Certificate / Level 3 qualification (mandatory).
- ISO 9001, ISO 14001, or ISO 45001 Auditor (Lead or Internal) certification (mandatory).
- OPITO BOSIET / FOET / T-BOSIET (including HUET) and H2S Training.
- Medically fit for offshore work.
- 10+ years’ experience in HSE roles within offshore oil & gas, including extensive DSV/Marine/Subsea vessel exposure.
- Experience with Client/Developer or EPCI Contractor on Brownfield projects and shutdowns.
- Strong knowledge of HSE regulations and best practices (OSHA, ISO, IOGP, IMCA, SOLAS).
- Expertise in high-risk offshore activities.
- Taproot® or equivalent Root Cause Analysis certification.
- Knowledge of IOGP reports (e.g., 411, 423) and IMCA standards for Diving/Marine/ROV.
- Experience implementing Behavioural Based Safety (BBS) programs.

- Skilled in Microsoft Word, Excel, Outlook, and database use.
- Strong communication skills with internal and external stakeholders.
- Adaptable to multinational environments and diverse cultures.
